No way in hell can you rate a map based on looks alone, the game is about playing not looking, and from Ludacurz comment it seems he rated off the SS alone. I will download this one even tho it is almost 5mgs and come back with a true assesment of the maps overall playability.
EDIT: OK just downloaded and play tested this map and here is my verdict. If you like maps that look nice you will find this one very pleasing too the eyes. On the other hand if you are looking for gameplay you will probablly find its not the best. Some of the problems I found are, areas that snag your movement, overdone lighting and coronas that bother your eyes and get in the way of your play, some doorways that are too low and out of scale, and the biggest problem is that the author did not take into account the use of the translocator, I especially liked the animated arrow texture you can see from the rooftops and the dead areas you can fall into. Overall this is another map that attempts a nice theme and high quality looks while throwing the basics of good gaming out the window. Based on the looks I think a 6 was alitle low so I'm bumping it up some.
