It could. I made a duplicate of the whole map, retextured it to serve as blue base, made connecting corridors and added the flag bases. The DM version had little in the way of trims or decorations, so I added trims, put flares on the lights and added color to those lights according to which base they were located into. The final map's visual appearance is still quite simple, but it looks much better and more complete than in the original Unreal version. Looking at it, I find it looks more like a RealCTF map for Unreal than a UT CTF one. It is quite compact, you can approach the flags from many different directions and the bases are relatively easy to defend. The bots navigate it well and will give you a good challenge. The layout is somewhat confusing, as the front and back of the bases are virtually identical, and there's all these ramps all over the place, so it's easy to get turned around during a firefight and go the wrong way. There are 3 interconnecting paths to and from each base, and maybe I would have put in one extra high path, but bots are highly competent, and no glaring errors or anything (tho some might take off for awe). A keeper for me, when new and good UT99 CTF maps seem few and far between...
[Edit} My bad: it DOES have an upper route, two in fact...
